ABSTRACT
The article presents selected spatial planning issues in terms of the energy efficient design in rural communes within the impact zone of the central city. Transformation of functions in rural areas has exerted a considerable influence on their spatial management in ecological, economic and social aspect. The range of the changes started a metamorphosis of rural communes adjacent to the central city, However, spatial planning documents do not provide a favourable base for economic activation and development of energy efficient housing in rural areas. Expansion of the central city onto rural areas was intensified after reforms commenced in Poland in 1989. Functional structure of housing areas in rural communes is characterized by prevalent single family housing of different typologies. In contrast, multi-family buildings in highly urbanized communes adjacent to the central city are located in areas well connected to the central city by public transport. Transformation of the areas directly affects both historically shaped spatial structures and the environment, whose abundance and biological diversity encourages potential inhabitants to move in. Spatial planning documents at the commune level, such as a study of conditions and directions of spatial management, and a local spatial management plan in particular, do not constitute spatial planning or technical legal conditions obligatorily favouring energy efficient buildings. Lack of proper spatial planning and management provisions does not create a base for sustainable development of rural communes within the impact zone of the central city.
